Philomath Fire & Rescue serves 10,000 residents across 62 square miles, providing essential fire suppression, emergency medical, and life safety services. Emergency medical services (EMS) constitute about 81% of the 1,100 annual emergency calls. Our team comprises both full-time and volunteer personnel.

Financial Background

In 2016, a $0.50 per $1,000 bond was approved for apparatus purchases and station upgrades, set to conclude in June 2027. As we approach the May 19, 2026 election, we request voter approval for a new levy for operational expenses. The proposed rate is $0.50 per $1,000 of assessed property value, and there will be no overlap between the bond and levy collections.

Financial Challenges

Currently, operational costs exceed revenue, and we are using reserve funds to maintain service levels—an unsustainable approach. Over the last five years, call volumes have increased by 33%, requiring additional funding to maintain service and staffing. Inflation further amplifies costs, which include:

  • Worker’s Compensation Insurance: 146% increase
  • Vehicle Maintenance: 92% increase
  • PERS (Public Employees Retirement System): 85% increase
  • Personnel Costs: 63% increase
  • Social Security: 59% increase
  • Health Insurance: 35% increase

Proposed Solution

The local option levy will support daily operations and offset rising costs. This levy would cost homeowners $0.50 per $1,000 of assessed property value. For a $300,000 home, this translates to an additional $12.50 per month or $150 annually.
